WHEREAS, the Philadelphia Bar Association has a long-established history of supporting federal, state and local efforts aimed at prohibiting discrimination and protecting the rights of targets of discrimination;

WHEREAS, the federal, state and local agencies where employment discrimination cases are filed are frequently overburdened and understaffed to address adequately discrimination complaints;

WHEREAS, the cases filed in these agencies sometimes remain pending for long periods of time, at times extending to years;

WHEREAS, delays, and other procedural impediments are barriers to accessing justice for all parties in employment discrimination cases;

WHEREAS, Section 8.3 of the Association's Bylaw authorizes the Board to establish task forces.

NOW THEREFORE, BE IT RESOLVED, that, pursuant to Section 8.3 of the Association's Bylaws, the Board of Governors establishes a task force to be known as the “Philadelphia Bar Association Anti-Discrimination In Employment Task Force” (the “Task Force”), the members of which shall be appointed by the Chancellor; and

BE IT FURTHER RESOLVED, that the Task Force shall consider delays and procedural impediments in the processing of employment discrimination cases in Philadelphia; and

BE IT FURTHER RESOLVED, that the Task Force shall make recommendations to the Board of Governors regarding steps that should be taken in support of timely and comprehensive access to justice to benefit all parties in discrimination cases in Philadelphia; and

BE IT FURTHER RESOLVED, that the Chancellor is authorized to take all steps that, in the judgment of the Chancellor, are necessary to implement these resolutions.
