WHEREAS, Charles Mapp Sr. has been a faithful employee of the First Judicial District of Pennsylvania for more than 27 years.

WHEREAS, Charles Mapp Sr. while attending Temple University, launched his career in Court administration as a Civil Case Processor with the United States District Court for the Eastern District of Pennsylvania.

WHEREAS, Charles Mapp Sr. has been an essential figure in the successful prioritization of case flow management since first joining the First Judicial District as the first supervising Civil Case Manager within the Day Forward Major Jury Program in June of 1995 and helped usher Philadelphia County’s State Civil Court out of the backlog and into having “arguably the best-managed large urban civil trial court operation in the nation” according to the National Center for State Courts.

WHEREAS, Charles Mapp Sr. was promoted to Chief Duty Court Administrator for the Civil Trial Division in March of 1997.

WHEREAS, Charles Mapp Sr. was promoted to Chief Deputy Court Administrator for the First Judicial District of Pennsylvania in March of 2011.

WHEREAS, Charles Mapp Sr. aided the Court and the Bar at large, in solving the challenges wrought by the 2019 malware intrusion.

WHEREAS, Charles Mapp Sr. aided the Court and the Bar at large, in solving the challenges wrought by the Covid-19 Pandemic.

WHEREAS, Charles Mapp Sr.’s active and inclusive leadership on notable case management projects has helped ensure that our courts address and resolve our high volume of cases with efficiency and integrity.

WHEREAS, Charles Mapp Sr. has worked on other notable court projects such as the First Judicial District’s Continuity of Operations Plan; Court Security; Information Technology Assessment and Disaster Recover; Civil Caseflow Management; and other numerous Court performance projects.

WHEREAS, Charles Mapp Sr. is currently the Eastern Regional Director for the Pennsylvania Association of Court Management; a member of the National Association for Presiding Judges and Court Executive Officers; and a member of the National and Mid-Atlantic Associations of Court Managements.

WHEREAS, Charles Mapp Sr. has served two terms on the board of directors for the Philadelphia Bar Association’s Volunteers for the Indigent Program.

WHEREAS, Charles Mapp Sr. has served as a member of the advisory board for the Barristers’ Association of Philadelphia.

WHEREAS, Charles Mapp Sr. is a dedicated public servant, tireless worker, creative innovator and mentor to both to the Court and the Bar.

NOW THEREFORE, IT BE RESOLVED, the Philadelphia Bar Association wishes Charles Mapp Sr. the greatest of success in both career and life as he moves forward onto his new position in Las Vegas, Nevada.

NOW THEREFORE, BE IT FURTHER RESOLVED, the Philadelphia Bar Association extends its heartfelt thanks and sincere gratitude to Charles Mapp Sr. for his years of faithful service to the Court and the Philadelphia Bar Association.
