Hot Topics in the Pennsylvania Inheritance Tax Return

The Pennsylvania Inheritance Tax is a tax on property at the time of someone’s death and is imposed upon the transfer of that property.  With a limited amount of exemptions available, many clients will be required to file the REV-1500, Pennsylvania Inheritance Tax Return, Resident Decedent on behalf of a friend or family member. This timely CLE program will examine hot topics that are beyond the scope of the basic tax return principles.

Topics to be addressed, among others:

  • The REV-516, Notice of Transfer (For Stocks, Bonds, Securities or Security Accounts Held in Beneficiary Form) – What is this form and why are practitioners and/or clients being asked to submit these to the Department of Revenue rather than financial institutions?
  • Qualified Family-Owned Business Interest Exemption (QFOBI) – What is the exemption and the criteria for a Decedent’s business to qualify for this exemption?  What needs to be provided to qualify?
  • Farming Exemption – Which properties are exempt from tax and what documentation is required to be filed with the return?
  • Elective Share by Surviving Spouse – How do you document the Elective Share for inheritance tax return purposes?

Lastly, the Department of Revenue will discuss best practices for filing the return to obtain an “accepted as filed” Notice of Appraisement.
