The 50th Anniversary of Mass Incarceration: Troubleshooting, Discussions and Solutions

According to various research and advocacy groups, this year marks the 50th anniversary of the mass incarceration movement in the United States. During this period, racial and ethnic disparities have characterized American prison populations. However, racial disparities in imprisonment have decreased in recent years. According to Bureau of Justice Statistics (BJS), black incarceration rates have fallen faster than those for whites since the mid-2000s. In the first half of this CLE presentation, our featured speakers will focus on the national-level trends in disparity in prison populations. They will address crime-specific changes in disparity in imprisonment rates, offending rates, and decisions at the critical stages of criminal justice case processing affecting black and white imprisonment rates. They also explore the interplay between system changes and law and state disparity trends in prison admissions, and time served in states across the US.  

The second half of the CLE presentation analyzes the national findings on a local level and examines the association between statutory reform and imprisonment disparity in Pennsylvania. Finally, considering the primary driver of imprisonment disparity in the U.S. is no longer drug offenses, but instead differential violent offending, hear examples of both justice system and non-system reforms showing promise for addressing the gap in imprisonment disparity and improving public safety.
