Andrew McGinley has joined the Philadelphia Bar Association as director of law and policy.
At the Bar Association, McGinley’s role will focus on working with Association staff and volunteer leadership on a number of legislative, legal services and public interest efforts.
“Andrew’s deep background in public policy will be an asset to our Association’s efforts to elevate the legal profession on the city and state level,” said Harvey Hurdle, executive director of the Philadelphia Bar Association. “He will also play a key role in our Campaign for Qualified Judges, which promotes the work for our Commission on Judicial Selection and Retention and educates voters so they can make informed decisions at the polls.”
McGinley brings more than a decade of experience providing legal counsel to elected officials and executives, managing internal and external affairs, implementing public policies, and directing advocacy efforts.
“The Philadelphia Bar Association has a strong tradition of advocacy work, and I’m excited to help continue its efforts to improve access to justice in the city and state,” McGinley said. “I also look forward to working with the outstanding team supporting our Judicial Commission and Campaign for Qualified Judges, and to continue to grow the Association’s Lawyer Referral and Information Service, our highly reputable service for Philadelphians seeking qualified legal representation and Association member attorneys seeking client referrals.”
McGinley most recently served as general counsel to the Pennsylvania House Appropriations and Government Oversight Committees, where he served as the lead negotiator for the House Democrats during the 2021-2022 legislative reapportionment process. Prior to working for the legislature, McGinley was executive director of the Office of the Vice President for Research at Temple University, and also served in other roles in government, community and public affairs.
A two-time Temple alumnus who received his B.A. in strategic and organizational communications in 2008 and his J.D. in 2012.
